Is there a minimum (standard) set of D2L tools which should be expected in all courses?

Each institution has complete local control of issues such as this. Some schools hae restricted the ability to add D2L tools to instructional designers and/or campus trainers and admins. Other campuses may elect to allow instructors to have full control of the D2L tool set used in their course. The RODP has a minimum expected tool set and adds tools to courses based on instructor request.
